[CMT8.4.1.1203] When do migration use XE(migrate to file), cannot migrate.

1 Do migration use the XE in attachment.
2 Goto step2, don't click anything, always click next

Actual result:
It cannot do migration, the files cannot be generated.

Ascending order - Click to sort in descending order
