[CMT2][BUG] In step2, change online db to EUC-KR, save XE. Then change the online db's charset to UTF-8. Use the XE, charset cannot be modified.

Description

1 Goto step2, change one online charset to EUC-KR.
2 Goto step5, save the XE
3 Goto step2, modify the online db's charset to UTF-8
4 Use the XE, goto step2

Actual result:
The charset hasn't been changed.
