[CMT2][BUG] When do xml to cubrid migration, if change the source charset, it will migrate error.

Description

1 In step1, choose data.xml, change charset to EUC-KR.
2 Do migration to target database which is ISO-8859-1, omit decimaltest and numeric_type tables.
3 Goto migration report

Actual result:
The import time is error.
