[CMT][BUG]Use XE, do migration, goto step 6, the UI is error. The result of step 7 is error too.

Description

1 Goto step1,in XE,choose the attachment xml.
2 Goto step4, create new database.
3 Goto step6, by loaddb command and by csql command is disable.
4 Goto step7, the import record count is error.
