Allow to restart the Broker with a single menu

Description

In CM in order to restart the Broker, a user should:

right click on the broker
choose Broker Off
then again right click on the broker
choose Broker On

It would be nice to have one more menu which says Broker Restart which would decrease the number of steps to perform the desired action.

- Sort By Date
- Ascending
- Descending
- Download All

Test step
1.Right click at a started broker
2.Select "Broker Restart"
3.Check whether the selected broker had been restart
